Applications will not run after disconnecting from net

From a restart or cold start I have no problems and while connected to the
net I have no problems running apps. But as soon as I disconnect nothing will
run.
When I try to Shutdown/Restart I get
1. GCASSERV.EXE not responding
2. Connections Tray not responding
The shutdown then hangs at "saving settings"
All help will be appreciated
