application server and DHCP

I have a win 2000 server updated to SP 4 that I need to
run dhcp if possible. Does this need to be promoted to a
domain controller so it registers in AD or can this be
done without AD
 
it can be done without AD, although if you want to use a DHCP server in an AD environment
you'll have to autorize it in AD, the server isn't necessary a DC
