application management

i get an error in event viewer that application management cannot be started as the specific module cannot be found any help please
 
Go to Start > Run and type: SERVICES.MSC , and hit enter.
Scroll down to "Application Management", right-click on it
and select Properties, set the Startup type to Automatic, then click
on Start.

have done that and i still get an error specific module not found tried it in manual and tried to start it but same error any more help please
