I have a user who has no problem viewing microsoft
websites. When he attempts to view any non-microsoft site,
he gets the following message: The instruction
at "0x045476ba" referenced memory at "0x045476ba". The
memory could not be "read". I've tested and retested and
I'm confident this error only happens when he attempts to
look at any non-microsoft website. Any assistance would be
greatly appreciated.

Mike,
Those type memory errors are usually parasite related.
