application error PerfNet event ID 2004

do any know what is PerfNet. I get the error Message:
Unable to open the Server service. Server performance
data will not be returned. Error code returned is in data
DWORD 0.

The only time I have seen that error is when you are on a W2K system without
file and printer sharing installed. If this is the case, go ahead and
Install file and print sharing for Microsoft Networks.

Then reboot.
