Append Query - mulituser performance issue

I have a database that has several users linking and appending data
throughout the day. obviously they can't run the same link or append at the
same time but even if one user is running Append #1 and another user just
happens to have the database open it causes severe performance issues with
the append process. (4000 records normally run in about 1 minute with no
other users in the file but 20 minutes if even one other person has it open)

I know this must be a record locking or 'security' issue but I am still a
bit of a novice and am not sure how best to fix it??
