Appears system doesn't recognize hard drive

I cannot get windows xp professionl to start. I get "Error loading OS" I have tried booting from the XP cd - it comes up with the blue screen saying Windows setup, then runs through several steps saing setup is loading files, until it gets to loading fat disk, then ntfs disk, then it automatically reboots and starts through the same loop again. I have swapped out the hard disk and the memory and it still does the same thing. I don't have a system recovery disk. Help, I don't know what else to do!!
 
When did this problem start, what had you been doing to the PC prior to this problem?
 
This problem started last week, the most recent thing that had been done was installing Turbo Tax and entering data. Then it had sat for a day or two, came back and it wasn't responding. Acting like it wasn't recognizing keyboard or mouse, put new keyboard and mouse on, since then have not been able to start windows.
