Outlook should let me customize the APPEARANCE of Outlook (same as MS Windows
APPEARANCE settings).

I ask for this not as a "vain" suggestion, but as an "efficiency" enhancer.
You see, I am a very visual person and there are certain BACKGROUND COLORS
that improve my ability to interpret information.
 
You are not clear about what colors and where and in what version.
Outlook 2003 integrates with color/theme settings of Windows.
