Apostrophes and Quotations corrupted when using Word as editor

I have my Outlook set to use Word as the editor when composing emial, and to compose in HTML format.

When doing this, wierd characters are put in place of quotations apostrophes when I send the email to anyone that is not using Outlook themselves... ie a user opening the email in a web email program sees garbles characters in place of apostrophes and quotations. I have tried changing all sorts of settings... does anyone havbe nay ideas please?
