Kristal is a free VST supporting sequencer.

http://www.kreatives.org/kristal/index.php

you could then pick up some free synths and drum machines over at

http://www.kvr-vst.com/get.php

(just check the freeware box when searching)

If your looking for something simpler, have a look at the free version of
Tuareg

"The Freeware mode offers the basic tools needed to get a good groove going;
like a track sequencer with 12 stereo channels, a flexible drumcomputer, an
innovative analog synthesizer, a drag & drop variator with integrated
slicer/dicer and gatemasking tool etc."

http://www.brambos.com/download.html

I'm sure there are plenty of people who who would scorn it as "crippleware"
but I've used it in the passed and it is a *good* piece of free software.

I tried Kristal but couldn't make heads or tails of its convoluted
interface.

I haven't tried it yet, but the Sony web site has a freeware program
call "Super Dooper Music Looper" that might do the trick. It appears
to be a lite version of their ACID looping program.
