Any way to stop that up-top blinking ad?

When browsing using MSN Explorer, there is often
advertising at the top of the screen which is not just
bright, not just in motiong, but BLINKING ON AND OFF in a
most distracting and nauseating manner.

I've stopped MSN pop-ups, and I "close" pop-unders
without even looking at them. How can I (can I?) stop
this latest form of virulently obnoxious advertising?
 
Tools/Internet Options/advanced, uncheck play animation in
web pages.
