Any Way to Expose Administrative Tools Folder?

I'm using Windows XP for the first time, and I've noticed that there is no
Administrative Tools folder showing up. Is there a trick to exposing it?
If not, what are the instructions for bringing up each of the applications
that normally reside in that folder?

To add Administrative Tools to the Start menu

Classic Start Menu...
Right click the Start button | Properties | Start Menu tab |
Customize button | Select Display Administrative Tools |
OK | Apply | OK

XP Start Menu...
Right click the Start button | Properties | Start Menu tab |
Customize button | Advanced tab | Under System Administrative
Tools | Select Display on the All Programs menu and Start Menu |
OK | Apply | OK

Or...

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advance

Value Name: StartMenuAdminTools
Data Type: REG_SZ
Value Data: YES or NO

A value of YES means that the Administrative Tools will display in the Start
Menu. A value of NO means they won't.

Right-click the Taskbar > Properties > Start Menu > Customize >
Advanced > Start Menu items > System Administrative Tools > Display on
the ....

When you open the Administrative Tools folder in the Start Menu, the shortcuts/items may be missing.
There are two possible causes for this problem:

The Shell Folders path for "Common Administrative Tools" is incorrectly set.
The Administrative Tools shortcut files are deleted accidentally

If the Administrative Tools folder itself is missing (not just the shortcuts) in the Start
Menu, you will need to enable any of these two options under Taskbar and Start Menu options applet
in the Control Panel:
Display on the All Programs menu or Display on the All Programs menu and the Start menu.
