Have a spare 60GB I want to divide into 3 20GB. Looking for some free, non
bloated SW to accomplish this. Would like to be able to adjust size from
time to time else I would use FDISK. TIA

Google search for BootIt NG. Excellent software, free 30 day fully
functional trial. After 30 days a $40 +/- license fee. Well worth it.

I'll concur with Steve on this one. BootItNG is a very useful tool,
well worth the price; even though it's 30-day evaluation version is fully
functional.

Some hints for you as you are a new PC user.

1. USEnet is worldwide, ie it's not just read by English speaking
countries.

2. BootITng is essentially free for 30 days, ie enough to partition.

I'm aware of that, but the OP asked for free software that would continue
working way past 30 days. Again, why can't you Wintards understand English
and what the OP has been asking for?
