Another System Restore problem

While trouble shooting WinXP high CPU usage with System Configuration Utility
(msconfig) I disabled 2 startup processes quicktime and teatimer. When I
restarted windows I could see the desktop and any programs I opened would
show up in the Task Manager but not actually be viewable on the screen. Also
I could not stop any processes or shut down/restart the pc.
I returned Sys Config back to the Normal Startup in the general tab but I
still have the same symptoms.
I tried to use system restore in Safe Mode but each restore point doesn't
work.
So if I can't use my pc when it's booted normally and System Restore doens't
work what do I do to either restore it or find which service is the hang up?

A couple of things to try:
boot safemode and do a full virus and malware scan.
For example, this.

If it doesn't help, use msconfig in safemode.
On the services tab,select "hide MS services:"
Deselect the items listed.
Deselect everything in the startup tab.
Restart Windows in normal mode and see what happens.

Agreed on the malware/virus scan
Neither teatimer nor quicktime should be causing the problems you'r
describing by being disabled and re-enabled, although it's possibl
(though this is stretching a bit far) that by disabling teatimer yo
allowed some malware that it was blocking to establish a hold on you
machine
