another program is currently using this file

im having a problem, whenever i try to open command prompt i get the
error message, another program is currently using this file. Does
anyone have any suggestions?

have you tried running safe mode? select safe mode with command prompt, then
see if you get the same response. if not, then while in safemode take a
careful look as to what processes are running in msconfig wouldn't
hurt to disable all of them, then reboot in normal mode and see if the
problem goes away....

goto start > run > msconfig > startup tab > disable at will >> reboot to
normal mode n see what happens..
