Annoying window on start menu

New programs installed keeps showing up in start menu next to all programs.I
realize after you click on the program,it stops but is there a way to stop
this window since it appears for all users without opening each program?

Click on the bubble once and it will go away forever.

Right click on START and select Properties. On the Start Menu tab, click on
Customize. On the Advanced tab {at top} clear the check box for Highlight
newly installed programs.
