For some reason, when I try to toggle between different windows using
the buttons on the task bar, I have to click on the button I want to
switch to three times. I'm also unable to right-click on any of the
buttons (to close, minimize or maximize). This just started happening
this past week. I have researched everything I can about task bar
buttons, but nothing I can find tells how to fix this problem. I am
using Windows XP.

Try this:
Right click on Start Button and select properties, on the Taskbar and Start
Menu properties click on Taskbar Tab.
Make sure this check box is clear (uncheck):
[ ] Group similar taskbar buttons <= Uncheck this box
Click Apply then Click [OK].
Hit F5 to refresh and try to open many windows and see it solved your issue.
Hope this what you are after.

Unfortunately, no. I didn't have the taskbar buttons grouped. They
are showing individually on the taskbar--it just will not allow me to
switch the windows by clicking on them. And again, it will not even
allow me to right-click on the buttons either. Any other suggestions?
