Annoying Kiosk Mode

Sometimes when I am clicking to open a new window, IE
opens the window in Kiosk mode which is very annoying.
Is there a way to prevent IE from doing this?

Are you sure it's kiosk mode and not Full Screen Mode?
What happens when you press the F11 key.
