Kiosk mode and Security message

I have a couple questions for setting up a "public" station here at the office.

1) I am using the kiosk mode but when the initial window opens a second or
subsequent window they open in regular mode. Is there a way to force all IE
windows that open to do so in kiosk mode?

2) Because of the GPO restrictions on this PC and login it will not save the
setting to no longer show the following message when it navigates from the
initial page.
"When you send information to the Internet it might be possible for others
to see that information. Do you want to continue?"
Is there a way to disable this message?

If there is not a way to open subsequent windows in kiosk mode is there a way
to remove more of the menu options in the top toolbar (File, Edit, View,
etc.)?
