Annoying file returns every startup

There is a file in my favorites folder that I can send to the recycling bin
then
delete by emptying the recycling bin. But it comes back every time I restart
the computer. Does anyone know how I can permanently delete it?
I can't find the source of it on my hard drive. It's an URL file that
automatically tries to connect to the net via Microsoft internet explorer.
