Annoying downloading issue, plz help

It doesn't matter where I go- If I'm trying to download anything off the 'net, I get a message that reads

Internet Explorer cannot download __________ from (website).

Internet Explorer was not able to open this Internet site. The requested site is either
unavailable or cannot be found. Please try again later

If this was an issue with only one site, I could see this, but EVERYTHING off the 'net? Something has to be wrong with IE, but I can't even download an update to fix the issue. I don't want to completely uninstall Windows to fix something so relatively small. I can surf, just can't download. Any suggestions?

first i would check your network settings with your isp to be sure you have
the correct dns servers and that they are actually working. after that you
need to tell us: has this ever worked on this computer? if it did, when did
the problem start? can you do anything else on the internet? ping sites,
download mail, ftp to anywhere, telnet to anywhere, etc...
