Announcing freeware programs / updates ?

I see some people do that? I am just
wondering what the requirements are?

Can I announce major new versions
of my freeware apps here? I actually found
a FAQ from 2003, but it did not seem
to contain any comments regarding this.

Many people use [ANN] or [Update] in the subject line to make the posts
easy to spot. If a program is on topic in ACF announcement and update
posts are welcome.
