An unknown error occured when attempting to open the database

Please can someone advise on this problem
Have a Win2k with Server with SP4 & some hotfixes.
When running "secpol.msc" -> Local Policy Tool I get
follwoing error message
"Windows cannot open the local policy database.
An unknown error occured when attempting to open the
database."

I have tried using whick FAILED :-

When you navigate in Local Computer Policy and try to open
Account Policies or Local Policies
(Local Computer Policy / Computer Configuration / Windows
Settings / Security Settings), you receive
Windows cannot open the local policy database. An unknown
error occurred when attempting to open the database..

Your Local Group Policy log files may be corrupt.

To fix the problem, delete or rename the following:

%SystemRoot%\Security\Edb.*
%SystemRoot%\Security\Res*.*

Also I have tried reinstalling SP4 & hotfixes.

Any ideas ?

I am having a similiar problem and have tried all suggestions available. I
have read and tried nearly all of the info in this thread:

I have turned on logging for client side extensions and am getting no
additional info. The event 1000 shows all policy applied successfully.
Where is the difinitive resource for troubleshooting this critical
function/subsystem? There seems to be little information about how to
troubleshoot problems with the security database/engine. Why is this such a
black hole when its function is paramount to implementing security in W2K
and above?

This is an internet facing server that has been harded with a modified
version of the hisecweb.inf. I really need to get this functioning in order
to be sure that this system is secured. Where can I find information on
exactly how this subsystem functions and what its dependencies are? Where
can I find specifics on how to modify/remove conflicting information from a
local policy when the system is in this state? Help????
