an email that stays in outbox

I have 1 email that stays in the outbox and does not send.
It keeps trying to send, it won't let me open it,
it says transmitting, I can't delete it. Other mail goes out after it.
But this one just keeps trying to send.
 
Ah, the old email stuck in Outbox. Select File, Work Offline, close and
reopen Outlook and delete. Go back and uncheck work offline.
