'Always wait for network at logon and startup' not available from my Win2003 ?!

Interesting. I go to a certain container where some machines are and I do
'Computer\System\Logon\'
Always wait for network at startup and logon

Policy is there.

Then I want to enable that GPO on my root domain. I do same steps from my
WinXPSP1 + admin tools or Win2003 Server and policy is not listed. What am I
missing ?

Got it. Policy was created on Win2K.
Created a new one in the root from XP and that works.
