Alternate Language Setup

I am trying to setup a new laptop for a client. I speak English. My client
speaks Spanish. The new laptop contains a variety of needed software. I
need to be able to install and setup the software in English so that I know
it is setup properly. However, I need to send the laptop to my client in
Spanish. Is this possible? Second, I want to retain the original software
on this computer, but have it in Spanish. Is their any way to convert
software to another lanquage? I tried to find information on a download
called multilingual interface orlanguage interface pack, but Microsoft has
done a very poor job of providing info on this as far as I can tell, as a
result I am unable to determine whether it would be a useful product. Since
the client has already paid for the existing XP license, is their a way to
simply upgrade the operating system to Spanish?

One cannot change or convert the language of
software to a different language version. The
software must be of the specific language version
your client desires.
