Allow "user" account ability to load/unload device drivers

I have two accounts on my Windows XP Pro machine - one is an admin
account and one just a 'user' account. What do I need to do, and how,
to allow the 'user' account to be able to load and unload device
drivers? Would this be a customized security policy?
I need to allow the user to make use of a usb thumb drive, etc.

Grant or elevate their right to do so via the Load and unload device
drivers Group Policiy Oject.
