Allow "normal" user to be able to load/unload device drivers

I have two accounts on my Windows XP Pro machine - one is an admin
account and one just a 'user' account. What do I need to do, and how,
to allow the 'user' account to be able to load and unload device
drivers? Would this be a customized security policy?
I need to allow the user to make use of a usb thumb drive, etc.

A USB flash memory stick shouldn't require drivers (or admin rights to use).
What other devices are you having issues with/expecting to need? You can
check in gpedit.msc to see what your available options are - I'm not sure,
off the top of my head.
