Allow read access but keep file from being saved

I have an idea regarding securing files on our Windows
2000 server and 2000 workstations, but I don't know if it
is possible. Does any one know how to secure a file by
allowing a user to see the file (read access) from the
server but not allow them to save the file on their local
machine (or anywhere else for that matter)?

Any assistance would be appreciated.

If they have write, modify, or full permisions on their machine anywhere
[and be default they do in their profiles at minimum, or even a floppy],
then they can save/write a file that they can read. --- Steve
