allow quick notes for flagged email in outlook

I flag all the emails that I need to act on or for future reference. Many
times, the subject of the email doesnt tell much about the content. I would
like the ability to add a quick note that pops up (like Alt text for images
on webpages) when I simply mouse-over on the flagged email. That way I dont
have to search for something I am unsure is there, especially when I am
unsure of the keywords in the email I am looking for. The email search
feature may also search the notes added by users.

Already there;
When you right click the item-> Follow up-> Add reminder you can type freely
in the Flag To field.
