Allow non-admin users to install printers

Is there a way to allow groups without admin privs, using
group polices, or any other way, to install and configure
a local printer?
Any assistance would be appreciated.

You can add groups to this policy in GPEDIT. Computer Configuration, Windows Settings, Security Settings, Local Policies, User Rights Assignment, Load and unload device drivers.
