Allow/Disallow Shift on MDE

I have created an MDE file from a "locked" MDB (I used the
DisableShiftKeyBypass to block using the shift key). It does not seem to
work when I use the function on the MDE file to allow the Shift key. Is that
the case and will I have to run the Allow shift on the main MDB and then
create a new MDE every time I want to allow the Shift key bypass?
If so - is there any workaround?

Some one pointed me here some time ago:

Among other things there is a little utility that allows you to
enable/disable the bypass key from outside of your mdb/mde. There are
versions for 97 and 2000. Don't know if it will work with later versions.
