All Windows programs need an "always on top" option. VLC will allow
two windows that can both be "always on top" and it can do it without
any conflict.

Since multiple always-on-top windows will conflict with each other as
to which one is one top, obviously those always-on-top windows have to
consume different areas on the screen. Well, why not just *tile* the
not-always-on-top windows to get the same effect?
