Is there a way to set the all user folder to NEVER be
used?? When someone else installs something on the
computer under their name I do not want it in my start
menu when I log in. I know some programs are nice enough
to ask if it should be installed for everyone or just that
user. Does anyone know?? Please help

You cannot change the All Users Folder, but go to your
explorer c:\documents and settings\all users\start
menu\programs, and select the folder with the software
that you do not want to be displayed in your startup Menu.
Highlight this folder and drag it to "the person's name"
(Who installed the program)'s\Start Menu\Programs Folder.
This way it will only be displayed when he logs in.
Hope it makes sense.
