All Users are Delegates

We are having an issue at our facility. One of the VPs at the company has
given editorial rights to his administrative assistant for his entire Outlook
system. However, we just found that all users within the system can access
and have Editorial rights to everything on his Outlook. We have searched
through the delegates on the machine that this VP uses and it shows that only
his Admin Asst has these rights. Any suggestions as to other places we could
look?
 
The administrator needs to be looking in Active Directory Users and Computers. Your analysis that permissions are set too loosely is undoubtedly correct.
