All users are able to edit AD settings

We have run into a situation where ALL domain users are able to use
the mmc snap-in tool to access our AD infastructure and make changes.
All securities are set up so only enterprise and domain admins are
allowed to make changes. Users tested are not part of either security
group.
 
But should they be able to edit other users information. Plus they
are able to change security settings.
