Account Operators No longer able to edit accounts

All of a sudden our account operators group is no longer able to change
passwords or unlock accounts. This started maybe 2 days ago. We are running
a 2000 mixed mode domain with only two DCs both local. We have not made any
changes within AD. Any thoughts would be appreciated.
