"all users" and "all users.windows"

How does one get both a folder called "all users" and another folder called
"all users.windows" in Documents and Settings?

And a similar question...

How does a limited user account with username1 in Documents and Settings
create a folder username1.somethingelse?

Appreciate any insight!

If you have to reinstall windows, you will get those names. Reinstall won't
overwrite old profiles, so it has to create new names. It's too bad that
reinstall won't rename old profiles. That way it would be easier to get rid
of those directories later.

There was no reinstall

I have "all users" and "all users.windows". Can I just delete the "all
users"? "all users.windows" is the current one!
