all user accounts disabled in windows XP

I have a customer who disabled all user accounts on his
Windows XP Home system. Now when the logon screen
appears, there are no user accounts displayed for him to
choose from to logon. Is there a way to enable a user
account so he can log in without him being able to log in?

Boot in Safe Mode and log-on to Administrator.
