all user accounts deleted

I had a windows file get corrupted and after I repaired
it, all my user accounts ended up getting deleted. The
problem is that I had some important documents in the
private documents folder for one of those user accounts
which I can no longer get to. Is there any way that I
can retrieve the data from that folder?

Maybe. If you log in as administrator and go to the C:\Documents and Settings
folder do you see the subfolder(s) for the user accounts with the important
documents?
How old is your most recent backup of these important documents?

Before anything, be sure your computer is running the NTFS file system,
(it's by default. verify in C:\Properties), next go to Control Panel\Folder
Options\View\ and disable value; "use simple file sharing (recommended)",
to make the Security tab become present in file properties.

In the following links are procedures to take ownership of inaccessible
folders. Print both pages to keep procedure handy and follow exactly,
you may have to follow both pages simultaneously. Because the inherited
permissions get a bit confusing, it is advisable to take ownership of the
main object,
being the C:\drive, then see if the folders are accesible, if not... take
ownership of those
folders independlently.
