all shortcuts are corrupt

All Shortcuts are corrupt
Not sure what happened but ALL shortcuts are corrupt.
This includes desktop shortcuts and any shortcut listed
under programs in the start menu.
When I look at the properties of any shortcut in the
shortcut tab it states "this is not a valid shortcut" and
all is grayed out.
Things I've already tried.
1. reboot
2. delete shelliconcache
3. installed and ran tweakui repair shortcuts
Has anyone had this happen to them if so what was the fix
Any help is greatly appreciated

Check Event Viewer errors.

From a command prompt;
assoc .lnk
should return with.
..lnk=lnkfile

Dave,
There are no errors other then virus scan software not
updateing because it is already running the latest DAT
which is expected because I check for updates every day.

As for running the command you stated.
What does it do?
What should it do?

If not the file association is incorrect.
