All Programs: Where is what's there?

The "All Programs" you get from the Start menu has a bunch of shortcuts
to the programs. I previously had thought "All Programs" was a
reflection of what was in
C:\Documents and Settings\(Your Profile Name)\Start Menu\Programs
(You can get this by rightclicking on the Start button > Explore.)

But now, upon investigation, I see that All Programs has shortcuts that
aren't in C:\Documents and Settings\(Your Profile Name)\Start
Menu\Programs .

So where are they? Where in the file system is the list of what's
displayed in "All Programs"?

It is a combo of those program shortcuts and those in:

C:\Documents and Settings\All Users\Start Menu\Programs

Since I have just one working account, and the "Administrator" account,
I just moved them all to the Programs folder under All Users, and use
TweakUI to make Windows see that as my user account's Start Menu is
under All Users, so as I install more programs they end up all being in
one place.
