ALL PROGRAMS tab wont open

The problem is not that I cant open programs, its that
the ALL PROGRAMS on the start menu wont work. This
problem has happened on about 30 computers I have but it
did not happen all at the same time. I have run a virus
scan and nothing was found.

Have you tried clicking on it? There are two possible behaviors: one is to
open when the mouse is paused over an item that has a flyout menu. The
other requires a click to popout the submenu. Taskbar & Start Menu
Properties> Customize> Advanced> "Open submenus when I pause..."
