All programs missing from the start menu

For some reason today all programs are missing from the start menu. Also all
shortcuts are missing.
It dose not look like that my profile has chnaged since I was able to open
outlook with my settings unchanged. Also, internet explorer came up fine with
all my links.
What ever happened to all the missing programs.
I went to the programs files under C drive and was able to see all the
programs there.
What happened and how to restore everyhting back?

Start Menu - 'All Programs' is empty or nothing happens when you click
the menu:

When you click Programs menu in the Start Menu, it may show as (Empty)
Nothing happens when you click All Programs in Start Menu
Not all the shortcuts are displayed.

Thanks. I tried this solution already but did not work.
What I found out is that the folder "documents and settings' was labeled as
hidden.
As soon as I clicked that off, everyhting came back fine.
