all programs link fault

Reciently the All Programs link in my start menu does not respond when the
curser
is over it ,infact it does not work at all.Also software is not installing
with a warning
"could not access network location"
%userprofile%start menue\programs

Has anyone out there any idea what i can do to fix this problem.
