All of the non-admin users are broken

All of a sudden all of the non-Admin users cannot log in to my XP Home-based
machine.
I've removed the users and tried adding new ones. But they are inaccessible
too.
I've run my virus checker (clean) and done a general system cleanup (removed
malware, regclean, scandisk, etc.), but the situation hasn't changed.
Any ideas on what the source of this problem is?

Inexcessible ?? as in not selectable ?
Or, unusable, as in fail quietly to log in,
or with some signs ?
