Open Windows Explorer, on the menu select Tools, Folder Options.
Click on the 'File Types' tab, wait a few seconds for the Register file
types list to be displayed.
Next scroll down to the JPG extension, select it and see what application is
listed to open jpg files.
If its incorrect then in the details section select 'Change' and pick the
app you want to open this file type.

Hi Max Barbour:
you can right click this file,select "open with...",in this window,select a
picture viewer,and select "always use this program to open these files".then
click "OK".

Get one of your JPGs and right click it. Select 'Open With...' from the
context menu followed by 'Choose Program'. If prompted to do this from
the web choose NO and opt to do it yourself. Select the program you
want to open JPGs with by default (Internet Explorer, Windows Picture
and Fax Viewer, whichever your preference) and tick the box 'Always use
the selected program to open this kind of file'. Click OK
