all downloads hang about every 3 mb downloaded

When downloading anything, including windows updates, after about 3 MB has
been downloaded, the download stops. If I cancel and restart it restarts
where it left off and downloads another 2-3 mb before hanging again (just the
download, not xp). In some cases, e.g. windows updates I have had to restart
the download over 4 times until it finishes. I never had this problem before
SP2 was installed. Does anyone else have this problem and if so, is there a
way to fix it? It is really, really annoying.

I have been having the same problem also. It must be something with Windows
XP because when I have had trouble downloading a file I have used my Windows
98 machine to download the file with no problems. The 98 machine is uses the
same router and cable modem that the XP machine uses.

Suggestions:

Go to Start/Run/Regedit and see what is listed under the key below: Many
have claimed that the culprit is listed there.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Extensions

Go to IE/Tools/Internet Options/Advanced/Uncheck Enable third-party browser
extentions.

If you using any third party download manager, disable or uninstall. If you
are using a Firewall program, check the settings. (Tiny is known for this).
If you using an "Ad" filter program disable it and see if downloads work.

Windows Explorer/Tools/Folder Options/File Types/[File Type in
Question]/Advanced. Put a check in the box that reads: Confirm open after
download.

Clean/clear out your Temp/TIF/cache files.
Temp Files: IE/Tools/Internet Options/Delete Temporary Internet Files
Temp Files: C:\Documents and Settings\<username>\Local Settings\Temp
