All browser pages close when closing one

When I have multiple browser pages open, at times all of
the pages close when I close one page.How do I fix this?
 
In my experience, this only happens when a critical error occurs with IE, normally due to the close button being clicked when IE is not yet finished cleaning up.

This also happens when the IEXPLORE.EXE process in Task Manager is killed.
