I guess you mean a button in software within the OS. It's irrelevant
whether it's in software or in the BIOS. Your suggestion suggests
that it makes a difference.. (indeed, as I write, I have underclocked
in software on a laptop, and it didn't help - different from
undervolting)

I've underclocked in the BIOS before that even and didn't find it made
such a difference, but I wasn't looking for it.. I am aware of
undervolting too, and that i've only done in software. It seems to be
popular in laptops. I'm told it does make a difference. It should.
Less watts.
I have a P4-M which I haven't managed to undervolt.. Options were
unavailable in 'notebook hardware control'. Maybe it's not good for P4-
M 1.7Ghz. I'd really like to though. I think I tried underclocking it,
maybe through 'toshiba power saver', but that slowed it right down and
didn't drop the temperature.
